Earlier this year, the PPA introduced functionality allowing shipment documents to be uploaded directly into the Defense Personal Property System (DPS). While the process remains optional today, Daycos began preparing early for what could become a future requirement.
The DPS document upload capability is now live.
Daycos has developed and implemented an automated process to securely assemble and upload appropriate supporting shipment documentation directly into DPS when new invoices are created. After extensive development and testing, the process is now operating at scale.
As with any new functionality within DPS, there are still occasional system errors and nuances being worked through. We continue to work with the PPA to address these situations and refine our processes as requirements evolve.
What We Know About the Upcoming Requirement
The PPA has shared May 15, 2027, as the current anticipated date for DPS document uploads to become required, although that timeline may change.
The PPA is also revisiting the requirement to submit documents within seven days after pickup. If changes to that requirement are finalized, we expect additional guidance to be communicated through an advisory.
Daycos will continue monitoring these developments and adapting our processes as additional guidance becomes available.
What Does This Mean for Daycos Customers?
The answer depends on the Daycos service your company currently uses.
Full-Service DoD Billing Customers
If Daycos currently handles your Full-Service DoD Billing, no action is needed from you.
DPS document upload is included as part of your service, and our automated process is already live. Daycos is positioned to meet the anticipated requirements and will continue adapting as the PPA finalizes its guidance.
Your current service and processes with Daycos do not need to change.
AccuBill & Translation Customers
If you currently use Daycos for AccuBill or Translation services, your existing service is not changing.
DPS document upload is not included as part of AccuBill or Translation, so your team will continue managing document submission as you do today.
However, automated DPS document upload is included with Daycos Full-Service Billing.
With Full-Service Billing, Daycos manages more of the DoD billing process on your behalf, including invoice preparation and submission, supporting documentation and DPS document uploads, follow-up, and payment processing information.
As this potential requirement approaches, organizations using AccuBill or Translation may want to consider how DPS document uploads will fit into their existing processes and whether moving to Full-Service Billing could simplify that work.
Preparing Now for What Comes Next
While the PPA continues to refine the requirements and implementation timeline, Daycos isn’t waiting until a mandate takes effect to prepare.
By developing, testing and implementing our DPS document upload process now, we can work through system nuances, adapt alongside the PPA and be ready to support our customers as requirements evolve.
